Montenegro Court Reverses Extradition Approval for Terra Founder Do Kwon

The extradition approval of Terra founder Do Kwon to either the United States or South Korea, as sanctioned by a Montenegro court, has been revoked.

The Appellate Court of Montenegro, in its ruling dated December 14, has nullified the High Court of Podgorica’s prior decision greenlighting Kwon’s extradition to either the U.S. or South Korea. The official announcement on December 19 confirmed this reversal. Initially, the High Court of Podgorica assessed the legal prerequisites for Kwon’s extradition in November 2023, ultimately deferring the conclusive determination on Kwon’s extradition to Montenegro’s minister of justice.

The latest judgment from the appeals court highlights the successful appeal made by Kwon’s defense against the initial decision. Consequently, the case is slated for remand to the Podgorica Basic Court for a fresh trial.
